Question 1: Which institution is under the supervision of the obligation to employ disabled officers?

The monitoring and supervision of disabled staff are carried out by the State Personnel Department.

Question 2: Which institution is under the supervision of the obligation to employ disabled workers?

The monitoring and supervision of disabled workers in the public sector are carried out by the General Directorate of The Turkish Employment Agency.

Question 3: Which institutions have the authority to meet the demands for being placed in the work?

By taking the Disabled Public Personnel Selection Exam (EKPSS) of those who have graduated at the secondary, associate, and undergraduate level or who can graduate within the validity period of the exam; primary, secondary, primary, and special education job application center or school graduates can apply to become civil servant by sortition. The employment of people with disabilities as civil servants is carried out by the relevant public institutions and organizations in the coordination of the State Personnel Directorate, and the employment of people with disabilities as workers in the public sector is carried out by the Turkish Employment Agency.

Question 4: What is the disability rate that should be employed in institutions and organizations subject to the Civil Servants Law No. 657?

According to the Civil Servants Act; institutions and organizations have to employ 3% disabled people in the staff of the personnel they employ. The calculation of 3% considers the total number of a full staff of the relevant institution or organization (including the provincial organization).

Question 5: What is the proportion of disabled workers who need to be employed in institutions subject to Labor Law No. 4857?

Following the Labor Law; employers are obliged to employ 4% disabled people in public workplaces where they employ fifty or more workers. The number of workers that the employer with more than one work within the same provincial boundaries is obliged to employ in this context is calculated according to the total number of workers.

Question 6 : How is the public employment of people with disabilities provided?

The employment of people with disabilities as civil servants and workers in the public sector is carried out through EKPSS, a central exam.

Question 7 : Which institutions are appointed with EKPSS?

 • Revolving capital institutions, funds established by law and bail chests,
• The associations established by the provincial special administrations and municipalities, provincial special administrations and municipalities and the institutions, enterprises and revolving capital organizations affiliated with them,
• According to the Civil Servants Act, appointments are made to other public institutions that employ civil servants.

Question 8: By which institution are EKPSS staff determined?

The appointment staff is determined by the State Personnel Directorate.

Question 9 : Is there a disability percentage rate set to participate in EKPSS?

To take this exam;
• At least 40% disabled for adults,
• COZGER for children (0-18)

Mentally or mentally disabled individuals who have received one of their statements can work.

Question 10: Is there an education level required to enter EKPSS?

EKPSS; candidates with disabilities who have graduated from secondary education institutions, associate or undergraduate programs in higher education or who can graduate within the validity period of EKPSS will be able to apply.

Question 11: Can people with primary education levels be a civil servant?

Candidates with disabilities who have graduated from primary/secondary/secondary/primary/special education work application center or school or who can graduate from these schools as of the deadline for placement will be able to apply.

Question 12: Are individuals with disabilities provided companions during the exam?

At EKPSS, disabled people are provided with appropriate companions to the disability group upon their request.

Question 13: Is there an upper age limit for EKPSS placements?

As of the first day of EKPSS/draw applications, The application of disabled candidates who have reached the age of 65 will not be accepted by the system. Candidates who will apply to be appointed to the positions announced in the preference guidelines must have completed the age of 18 (Those who have completed a vocational or art school must have reached the age of at least 15 years of age and can be appointed to the civil servants provided that they have taken an accidental decision according to Article 12 of the Turkish Civil Code).

Institutions cannot set an upper age limit for staff to request placement, except for special provisions.

Question 14 : How to find out EKPSS application placement and assignment dates?

EKPSS and the date of the sortition, the date of application, how and where to apply are announced in the Official Gazette, in a high-circulation newspaper published throughout Turkey, and on the official website of ÖSYM, DPB, and the General Directorate of Disability and Elderly Services.

Question 15: Can a senior with disabilities be assigned with EKPSS?

Disabled candidates who can graduate as of the deadline for placement procedures can apply. Candidates who are not graduated in the preference process are not appointed even if they have been placed.

Question 16: Do EKPSS questions differentiate according to disable groups?

In the exam, questions are classified into 4 categories.
General disabilities
Visually impaired
Hearing-impaired
Mentally disabled

Question 17: How long are EKPSS results valid?

EKPSS results are valid for four years.

Question 18: Is there a period for reassigned persons?

There's no time limit. In the Regulation on The Selection of Disabled Public Personnel (EKPSS) and the Recruitment of Disabled Persons to the Civil Service Office, there is a provision that "Those who are currently working as civil servants cannot apply for placement procedures under this Regulation, except for the staffs they have exported as a result of the training programs they have graduated from, provided that they are different from the staffs they are in within the scope of other service classes, and their appointments cannot be made even if they are placed."

Question 19: Are interviews or exams conducted by the institution for the persons who are placements?

The placed candidates are directly assigned to the announced positions without any other examinations or interviews by public institutions and organizations.
