Workshop on Home Care Coordination Held Online with Broad Participation


Workshop on Home Care Coordination, organized by the General Directorate of Services for the Persons with Disabilities and Elderly, Home Care and Day Care Services Department, was Held Online with a Broad Participation on 30.11.2021

 The ' Workshop on Home Care Coordination” organized by the General Directorate of Services for the Persons with Disabilities and Elderly, Home Care and Day Care Services Department, started with the opening speech of Coşgun GÜRBOĞA, Deputy General Director of Services for the Persons with Disabilities and the Elderly. Coşgun GÜRBOĞA, during the opening speech of the meeting, emphasized that it is important to establish and strengthen cooperation and coordination with a holistic understanding between the sectors that provide home care services to the persons with disabilities and elderly individuals.

 He underlined that the Home Health Care and Social Services Evaluation Commission established under the governorship is important in terms of carrying out health and social support services in an integrated manner. In addition, the "Protocol on the Cooperation of Home Health, Care and Social Support Services" signed on 31.03.2015 with the participation of the Minister of Family and Social Services, the Minister of Internal Affairs, the Minister of Health and the President of the Union of Municipalities of Türkiye, is important in order to integrate the home care, home health and social support services, to identify all the problems and needs of families, to provide services to more citizens, and to use financial resources efficiently.

Spc. Dr. Orhan KOÇ: Revolutionary transformations have been achieved in social services and health care services in 20 years, and the advantages of transformations have been experienced during the pandemic period.

            Participating in the Home Care Coordination Workshop, General Director of Services for Persons with Disabilities and the Elderly Spc. Dr. Orhan KOÇ, during his speech, emphasized that revolutionary transformations have been achieved in social services and health care services in the last 20 years in our country and that the advantages of the transformation in the field of health have been experienced during the pandemic period. Stating that the services are built with a rights-based understanding, Uzm. Dr. Orhan KOÇ stated that the services are carried out with the logic of integrated social and care service by diversifying the service models so that the persons with disabilities and elderly, individuals confined to bed can maintain their lives in their own family environment and with their families.

Spc. Dr. Orhan KOÇ emphasized the importance of coordinating home care services provided by local governments, Social Assistance and Solidarity Foundations and institutions affiliated to the Ministry of Family and Social Services. He stated that studies are being carried out to ensure that the citizens who receive home care services can easily provide the medical supplies they need without paying the difference and without making any secondary action.

The first session of the workshop, which was held in two sessions, was moderated by Abdullah YILDIZ, Head of EYHGM Home Care and Day Services Department. Presentations made by Sevilay ARSLAN, Specialist from Home Care and Day Services Department on “Home Care Services Offered by Our Ministry”, by Yasin YILDIRIM, Head of Legislation Department, General Directorate of Local Administrations, Ministry of Environment, Urbanization and Climate Change on “Municipalities and Home Care Services”, by Janset GÜVEN, Expert from ASHB General Directorate of Social Assistance on “Loyalty Support Projects Conducted by the General Directorate of Social Assistance”, by Malatya Turgut Özal University Faculty of Medicine Deputy Dean Dr. Faculty Member Neşe KARAKAŞ on “Home Care Education Curriculum in Universities”, and by Yeliz ÇELEN, Branch Manager of the Ministry of National Education, General Directorate of Lifelong Learning on “Assistance and Training Activities for Disadvantaged Groups”.

 The second session of the workshop was moderated by Specialist Social Worker Sultan SAKINCI KARAKUŞ. During the second session, presentations made by Assoc. Dr. Cihan DÖGER from the Ministry of Health, General Directorate of Public Hospitals on “Palliative Care Services at Home”, by Dr. Social Worker Arzu İNCEDİŞ from Ankara Abdurrahman Yurtaslan Oncology Training and Research Hospital on “Evaluation of the Functionality of Home Care Services from the Perspective of Social Work in the Framework of the Problems Encountered in the Field”, by Selman BÖLÜKBAŞI, Psychiatric Social Worker from Manisa Provincial Directorate of Family and Social Services on “Professional Home Care Model”, by Süleyman AKBULUT, Denizli Metropolitan Municipality Head of Social Services Department on “Local Home Care Services”, and by Project Coordinator Hatice Kübra ER from Şanlıurfa Metropolitan Municipality on ““Local Home Care Services”. After both sessions, the questions of the participants were answered.

In the workshop attended by the General Director of Services for the Persons with Disabilities and Elderly, Deputy General Directors, Heads of Departments and Experts, and participants from the relevant public institutions and organizations, a very comprehensive and efficient exchange of information on home care services was made. The "Workshop on Home Care Coordination” ended with the general evaluation of the participants about the Workshop.
