42 Thousand Persons with Visual Impairments Benefited from Home Care Allowance


A total of 18 billion TL Home Care Allowance was paid by the Ministry of Family and Social Services in 2022. As of December, 42,232 persons with visual impairments benefited from this allowance.

With the services carried out by the Ministry of Family and Social Services, it is aimed for persons with visual impairments in Türkiye to have equal rights and opportunities with everyone, to integrate with the society and to have conditions where they can be independent and free while continuing their daily lives.

In this context, the Ministry opened Rehabilitation Center for Persons with Visual Impairments in Istanbul and Ankara in order to support persons with visual impairments to live independently in the society and stand on their own feet without being dependent on anyone.

In Istanbul Rehabilitation Center for Persons with Visual Impairments and Yenimahalle Directorate of Center for Persons with Visual Impairments, co-education and rehabilitation services are provided for 15-year-olds and older for a period of 5 to 5.5 months. 

In the centres, persons with visual impairments are also supported professionally. In this context, 3,256 persons with visual impairments who successfully completed basic education and rehabilitation services at the centre in Istanbul were given their certificates.

Among the trainees who participated in the training and rehabilitation program at the rehabilitation centre in Ankara, 1,486 persons with visual impairments successfully completed the basic and vocational training of the institution and were entitled to receive their certificates.

Thus, 4,742 persons with visual impairments successfully completed the course programs in the centres and were provided with a document.

32 persons with visual impairments continuing their vocational training in the centre in Istanbul and 17 persons with visual impairments continuing their education in Ankara will be given their certificates at a ceremony to be held this year.

Home Care Allowance is also provided by the Ministry in order to provide economic support to persons with disabilities and their families in need of care.

A monthly average of 565,000 citizens who take care of persons with disabilities in need of care benefit from Home Care Allowance. Within the scope of Home Care Allowance, a monthly payment of 3,336 TL was made per beneficiary in the July-December period of 2022. In 2022, a total of 18 billion TL of Home Care Allowance was paid.

According to the gender and disability group distribution of December 2022 data, the number of persons with visual impairments benefiting from Home Care Allowance was 42,232, of which 22,885 were female and 19,347 were male.

According to the report of the health board, people in need who have a disability of 40 percent or more and do not have social security can benefit from the disability pension. Persons with visual impairments with a disability of over 40% can also benefit from this support.

There are more than 2.5 million persons with disabilities registered in the National Disability Data System of the Ministry of Family and Social Services. 215,076 of these people have visual impairments.

In addition to the accessibility and rehabilitation services for persons with visual impairments, the Ministry also provides an opportunity for employment as civil servants in the public sector. In this context, the number of civil servants with disabilities, which was 5,777 in 2002, increased approximately 12 times and reached 65,662 as of this year.
