Department of Orphan and Daytime Services




The duties of the Department of Orphan and Daytime Services are as follows:

  1. Developing and implementing service standards and programs for children who have lost one or both of their parents for various reasons, who do not have a mother and/or father but are not under care and protection.
  2. Examining the situation of orphans determined in accordance the data by Directorate General of Civil Registration and Citizenship Affairs and Turkish Statistical Institute, and conducting actions to determine risks and needs.
  3. Developing and implementing psychosocial support, social service practices and social aid practices for orphans.
  4. Working on the protection of the rights of orphans at national and international level.
  5. Establishing, developing, coordinating, monitoring and evaluating the policies and strategies for orphans at national and international level.
  6. Establishing mechanisms to support and encourage orphans to live alongside their families or relatives.
  7. Conducting researches on orphans at national and international level.
  8. Organizing national and international activities, workshops, projects, congresses and campaigns that strengthen social awareness and solidarity regarding orphans, cooperating with institutions and organizations, voluntary organizations and real and legal persons.
  9. Planning, managing and coordinating day care and support services for children.
  10. Carrying out the procedures such as determining the service standards of institutions that provide daytime services for children and developing their care programs, opening, closing, capacity change of institutions and providing guidance.
  11. Creating and implementing the content of the psychosocial support services to be provided in daytime social service organizations/units, and external training and information activities for other related public institutions and organizations and real and legal persons.
  12. Coordinating the activities for the follow-up and support of the academic, sportive, social, cultural and artistic achievements of children who are cared for in day care institutions. Taking measures to increase success in this direction.
  13. Carrying out procedures for private kindergartens, day care centers and private children's clubs opened by real and legal persons affiliated to our Ministry and guiding them.
  14. Planning and following up on services for children who work on the street, who are absent from school, who have substance abuse, who are pushed into crime and who are returned to their families after social service intervention.
  15. Evaluating the requests for personnel, budget, investment, project, training, publication and opinion related to the field.
  16. Collecting all data related to the field, preparing all kinds of reports, tables, graphs, information notes and the like so that they can be understood correctly and better, and sharing them with the units in need.
  17. Carrying out and following up the procedures related to the petitions, information applications, CİMER applications and citizen requests related to the field.
  18. Performing other duties assigned by the Director General.
