Department of Administrative Services




The duties of the Department of Administrative Services are as follows:

 

  1. Determining the human resources positions of our Directorate General, keeping personnel information statistics, preparing the justification and reports for the staff request,

 

  1. Ensuring that the procedures of the personnel working in the units of our Directorate General are carried out in one hand, carrying out the procedures related to personal transactions such as leave, medical report, resignation, retirement, duty related travel, etc.

 

  1. Carrying out the procedures of notification, leaving/starting work and transactions regarding the personnel of our Directorate General who left / started to work,

 

  1. Carrying out the procedures of intern students who will do internship within our Directorate General,

 

  1. Following the construction of new service building projects developed for the services of the Directorate General,

 

  1. Evaluating the furnishing and major repair allowances of the institutions affiliated to our Directorate General and sending the appropriations deemed appropriate,

 

  1. Carrying out the purchasing, official seal procurement, movable operations and maintenance/repair works of the fixtures of our Directorate General,

 

  1. Conducting the execution/alimony follow-up and the salary, maternity benefit, deduction, allowance etc. of the personnel of our Directorate General,

 

  1. Carrying out the procedures related to the movable property of the Directorate General,

 

  1. In line with the medium term program and financial plan; following the budget call of the Ministry of Treasury and Finance, preparing budget proposals for the central and provincial organizations of the Directorate General for the following three years within the specified period, creating a detailed expenditure program, conveying the requests for revision, transfer, additional appropriation, opening a new scheme to the Presidency of Strategy Development in the Ministry. Issuing appropriation documents through the e-budget system in order to meet the appropriation needs of Central and Provincial units, criticizing unused appropriations, controlling expenditures in order to use the appropriations effectively and efficiently, guiding the provincial units regarding the appropriation works and transactions of the provincial units.

 

  1. Monitoring the physical and cash realization status of the projects included in the investment program related to the services of the Directorate General, examining the constructions made in return for real estate, conveying the recommendations regarding the buildings that the Directorate General deems necessary in the investment program to the Presidency of Strategy Development in the Ministry, coordinating the preparation of the investment program, obtaining detailed approvals, monitoring the results of the application, preparing the investment evaluation reports of the periodic and annual investment allowances at the project and layout level,

 

  1. Organizing the meeting places of the Directorate General,

 

  1. Ensuring that the documents, official letters, messages sent to and from our Directorate General are accepted and delivered to the relevant Departments,

 

  1. Ensuring the coordination of CIMER applications and information-document requests by forwarding them to the relevant Departments,

 

  1. Creating the requests of the personnel of our Directorate General through the JIRA Request Tracking System and following up these requests,

 

  1. Carrying out all the works and procedures related to the archive of the Directorate General, performing the works such as classifying, storing, making available, sorting and destroying the documents in accordance with the procedure and notifying the Department of Support Services in the Ministry,

 

  1. Purchasing outsourced inventory goods and services, preparing the accrual documents related to them, making an annual work plan for the purchase of goods and services and keeping the statistics of the purchases made, arranging the payment orders according to the requests and needs of the relevant units of the Directorate General,

 

  1. Determining the training targets that will ensure the continuous development of our staff of our Directorate General, and providing the necessary coordination for the training in this regard, and effectively implementing and following the orientation training of the staff,

 

  1. Fulfilling other duties assigned by the Director General/Deputy Director General in coordination and cooperation with other units,
